Anxiety Barking

We have a 6 year old black Labrador Retriever that is from hunting stock.  We also have a 4 year old Chocolate Lab from a pedigreed line also.  The Black Lab is the Alpha dog and also the oldest, which our other lab submits to easily.  Our black lab is very anxious all the time.  She has been this way from puppy hood.  She constantly takes out her displaced anxiety on our Chocolate Lab, which luckily tolerates her pretty well.  When ever we make any sudden movements in our household, or practically do anything, she jumps, is skiddish, urinates and in some cases defecates in our house.  She has a tendency to leak everywhere she sits.  When we have a storm, she is panicked and pants out of control and shakes till her teeth chatter (no joke).  We need to give here herbal meds like calming moments whenever a storm approaches.   But on top of all these things, she has a very deep and loud bark, which she goes off at the drop of a hat.  Fortunately we live on a large acreage w/ no neighbors, but it's to the point where anything sets her off in a non stop bark.  When she awakes in the morning and we're still asleep, she starts barking.  She is the most excited (or nervous) dog I have ever seen.  If anyone in our family has physical contact (lovingly) she barks, if we have play time, she barks uncontrollably.  If she gets excited over anything (door bell, knock, wind blowing, sudden movements) , she lets loose on a non stop bark-a-thon with abandon.  The barking is getting to the point where its offensive and is causing my ears to chronically ring.  It actually hurts my ears.   We're not sure how to cease her excessive barking, especially since she is such a high strung temperament.
